NIOS2 port initially available

Hi,

I prepared a set of files that represent the current state of my efforts
to use RTEMS on Altera's NIOS II CPUs, and put them online here:

  http://www.ixo.de/rtems/nios2.html

It is not ready for production use; there are a lot of things to do.
At my site, most sptests, most psxtests and all tmtests pass.
