RFC: Abandoning mips p4xxx BSPs

   Toshiba RBTX4925 submitted  by Bruce Robinson
   Toshiba RBTX4938 submitted  by Bruce Robinson
   PMC-Sierra Hurricane (RM5231)  submitted  by  Bruce Robinson

Significant updates to existing BSPs
   Changes to properly handle -mips3 compiler switch for MIPS targets

The p4xxx BSPs were submitted in the mid-1990s.  They haven't built in a 
long time. If there
is any salvageable code in them, we need to move it.  If we want them to 
stay, they need to be
fixed.
