Activate bsp_console_port_console on bsp_uart_com1

Add "USE_COM1_AS_CONSOLE=1" to the command line of configure. For example:

$ configure --target=i386-rtems4.8 --prefix=/local/rtems/pc386 \
             --enable-rtemsbsp=pc386 --enable-tests=yes \
                  USE_COM1_AS_CONSOLE=1 \
