RTEMS Manager definition (timeline tool)

Regarding the timeline tool implementation under a configure option or an
RTEMS Manager:

 

We are not forcing the implementation of the Timeline Tool through a
manager, but probably there is a misconception on our mind regarding the
manager definition. For us, RTEMS Manager is a RTEMS block that should be
the only entry point (API) for the running RTEMS application, is inside the
cpukit and which the RTEMS initializes (typically inside
rtems_initialize_early). Is this definition correct? With this definition,
we believe that Timeline tool should be implemented as an RTEMS manager.
