rtems_libio_init in 4.8.0

Hi Joel,
to answer to your question about the executable size when switching from 
4.7.1 to 4.8, no, in my case there is almost no change (<<1% in text size). 
I must precise that I just use the following managers in my application: io 
event timer message semaphore.
