RFC: cutting 4.9.0 on 24 September

I found that all worked well if I 1) installed binutils correctly :- 
( and 2) untarred mpfr and made a link to it from gcc. No need to  
preinstall mpfr. I did not have to do anything with gmp.

I'm still puzzled by the need for mpfr at all but I'm back in business  
testing 4.9.
