The official policy of the RTEMS Project is comparable to Fedora.
We support the CVS head along with two previous release branches.
That means we could provide an updated 4.8.x any time before
4.10.0 is released if needed.

But it hasn't been needed. There are no critical bugs that I am
aware of that need to be fixed.

Agreed.

This should have already been announced. That
means 4.9 and 4.8 with 4.8 only getting critical
fixes.

Remember OAR offers legacy support for older RTEMS versions.
Many projects lock down their versions and will not do major
version updates. So if you have fielded an older RTEMS version
and want bug fix releases for that release branch, this is for you.
There is a 4.6.7 legacy support version.

When possible though we recommend updating to the latest
release branch or the CVS head.
