texi2html Conversion Patch

Hi,

I think I have completed converting the
documentation from using texi2www to produce
html output to using texi2html.  texi2www have
not been maintained independent of RTEMS in at
least 11 years.  For the time being, texi2html
is the way to produce html from texinfo. [1]

I have a patch attached to PR1973 and would
appreciate getting eyes on it.

[1] texi2htm itself will be deprecated in the next release
of texinfo.  However that will take time to get into distributions
and there will be older distributions without it.  The new tool
is called texi2any and the texinfo folks have given me enough
information to add support for it in anticipation of it being
available.  We would need to support both for the foreseeable
future though.
