New ARM EABI Tool Chain

Hello,

on the ARM platform we have now an additional tool chain.  It is called
arm-rtemseabi4.11.  With this tool chain it is possible to compile code for the
recent ARM architectures (ARMv6-M, ARMv7).  For more information see:
