Status of Cortex-M3 support?

We still need a tool chain for this.  Unfortunately this takes ages to
provide.  I don't know when it will be available. See also:

Once we have a tool chain we can start with the basic Cortex-M support. 
This includes context switching and interrupt handling.  If you have any
ideas please share it.
