conversion of the __inline__ and inline pragmas to RTEMS_INLINE_ROUTINE?

Designated initializers should not affect our application code unless RTEMS headers that we include in our application have them.
I might have not been clear, but I am not trying to enforce these flags on the RTEMS compile, just our application code.
