Yes, at minimum you need the binutils and gcc packages for your the 
target. Prebuilt packages also available from here:
ftp://ftp.rtems.org/pub/rtems/mingw32/4.10/rtems-4.10-<target>-binutils/
ftp://ftp.rtems.org/pub/rtems/mingw32/4.10/rtems-4.10-<target>-gcc/
