Mingw autoconf 2.69 package

I always build the Autotools from source in MinGW/MSYS.  You have to make sure, 
that your M4 is reasonably up to date (I use M4 1.4.7).

A "./bootstrap" doesn't work for me.  I use "./bootstrap -g".
