Yes, F16 was discontinued by upstream Fedora ca. 1/2 year ago and so 
were the F16-RTEMS rpms[1].

As a consequence of this, the current FC16 RTEMS rpms still carry the 
"arm-rtemseabi4.11" packages and do not carry the recently introduced 
"arm-rtems4.11" packages[2].

[1] Feel strongly advised to upgrade. Running an 
unmaintained/discontinued distro which hasn't seen any updates/fixes for 
ca. 1/2 year is a massive security risk.

[2] arm-rtems4.11-gcc (eabi) was unbuildable on Fedora before 4.8.1.
