Agreed. My answer was addressing the snapshot part.

This is part of the gnulib project and seems to be used on a number of 
GNU projects including bison ...

We are not the first to deal with this and it would seem good and stable 
solution exists.

For a release tarball I suggest we generate a ChangeLog from the date of 
the last release to the release date.
