1. Find rtems/config/tools/rtems-tools-1.cfg
2. Change lines 23 to 33 to (the following is a single line):
     %source set rtems-tools 
https://ftp.rtems.org/pub/rtems/releases/4.11/4.11.0-rc1/rtems-tools-4.11.0-rc1.tar.xz

Let me know how that goes.
