Are you sure you're looking at the folder where you installed the
toolchain? It sounds to me like you're in the folder where you
installed RTEMS itself.

You should have something like this:

your-toolchain-folder$ ls arm-rtems4.11/
bin  include  lib

dirent.h is inside the "include" folder.
