As you said, using latest toolchain and RTEMS source it passes that rtems/timercounter.h error, but eventually I met with the "missing rtems/pci.h " error. So I'll try using waf.

You need the latest RSB based tool chain and RTEMS version. I think you are only able to build on SPARC using the waf builder for libbsd. I am not sure if there is a driver for SPARC in libbsd currently.
