This is interesting. I will try it with the zynq and compare and report
back.

I am still not sure how to solve this one. We do not have signals nor
support in our shell and I need to think about a solution in tcpdump
that lets us update the source cleanly. It is needed.

I have no idea about this. I am not seeing it with the Zynq. I am using
VDE so it is also another difference. A different NIC on say a PC would
be a nice data point to get to help isolate this one.
