There seems to be a problem in how the rtems_version variable gets set
for the 4.9 tools. It looks like it should also affect 4.10...

I'm looking at it. I think the best long-term fix is to relocate the
4.9 configuration on to a separate 4.9 branch like we have done for
4.11.
