Network problem for altcycv_devkit

I would use RTEMS 4.12 (the latest Git master of RTEMS) on the Altera 
Cyclone V and the libbsd network interface driver.

If you want to use RTEMS 4.11, then I would still use the libbsd network 
interface driver.
