RTEMS 4.11.0 build fails on Windows

Thanks Gedare,

I restored Worth's original patch and I made the configuration change 
that you suggested.  The patch now appears to be applied correctly, as 
shown by the following build log entries:

+ cd gcc-4.9.3
+ chmod -R a+rX,g-w,o-w .
+ cat /C/opt/rtems/4.11.0/rtems/patches/gcc-4.9.3-20170404-1.patch
+ patch -p1
patching file gcc/cp/cfns.gperf
patching file gcc/cp/cfns.h
patching file gcc/cp/except.c
patching file gcc/cp/Make-lang.in
