For a simple a.cxx:

#include <llvm/DebugInfo/Symbolize/Symbolize.h>
#include <llvm/Support/Path.h>
#include <llvm/ADT/SmallVector.h>

int main() {

  llvm::SmallVector<char, 5> results;
  return 0;
}

compiling with: gcc -O0 -c $(llvm-config --cppflags) a.cxx
llvm-config --cppflags output:  -I/usr/lib/llvm-11/include -D_GNU_SOURCE
-D__STDC_CONSTANT_MACROS -D__STDC_FORMAT_MACROS -D__STDC_LIMIT_MACROS

it compiled.
