BSD vs POSIX psignal

Hi,

I ran across this using newlib CVS head
testing gcc.  libnetworking has a BSD
kernel prototype of psignal.  newlib
now has a POSIX psignal prototype.

Apparently the BSD psignal prototype is
really unused so it can be ifdef'ed out.

Any comments before I commit this?
