score: __RTEMS_DO_NOT_INLINE_CORE_MUTEX_SEIZE__

Delete __RTEMS_DO_NOT_INLINE_CORE_MUTEX_SEIZE__ as a preparation to
restructure the CORE mutex variants and reduce the branch complexity.
