Since it looks like newlib 1.15 has improved POSIX support, I think it would be
best to move to it for 4.7 and 4.8. 

We should also turn off the ashared memory feature flag if you haven't already.

It is probably also appropriate to have a 4.7 specific patch that removes the
barrier and friends support and associated feature flags.   Johnny has already
noticed one point where they lie and there is no point in adding another for
4.7.
