Add a test case for sequenced initialization api update the api code

Now i attach another patch that corrects the three comments by Joel Sherrill. 

And the patch also has a test case of RTEMS Sequenced Initialization API. 



The test case shows that :

1.  Verifies Sequenced Initialization API can iterate every reference object in 
nomal demand order and in reversed demand order.

2.  Verifies the correctness of the caller invoked sequence

3.  Verifies executive can include only wanted reference object into sysinit

section.



If the test case satisfies the API, next step is to update the manages 

codes with the API. So there is not any feedback on size reduction. I will 

speed my work.
