[Bug 1712] Add LWIP Support to RTEMS

Sebastian, others,

I have had second thoughts about putting this in RTEMS.  I agree that it would
be better to submit the port to LWIP and let it live there.  With that in mind,
I have checked out the LWIP and contrib CVS modules from their project.  I
extracted the files for RTEMS into contrib/...rtems directory like the unix
one.  Some issues are:

+ No build infrastructure in the LWIP tree at all that I see.

+ When we get it building, I would like to include it the automated test build
for RTEMS.
