I checked Fedora's sources. 

The f14, f15, 16 versions of texi2html are more or less identical (Only the
rpm's release number differ, the rest is identical).

=> Should there be anything Fedora release-specific, then it's not inside of
the texi2html package but somewhere in its surroundings.

FWIW: I am seeing the same extra bullet with my F16 built docs.

Even more interesting ;)

Though openSUSE has texi2html in its build service, they don't ship texi2html
as part of the distro. The tarballs inside of their build service's rpms'
sources are identical to Fedora's, even the spec file is "derived" from Fedora
;)
