GitLab | MR approval depends on a single person (#69)

I have a MR which was approved by three approvers:

However, it cannot be merged, due to lacking approvals. The approval details suggest that for moxie and or1k an approval from Joel is required. I think these unmaintained secondary targets should not have their own approver at all. Approver groups with less than three members make no sense to me in general. We need enough back up to be not affected by holidays, sickness, busy with other things, etc.

I am not really sure why only Joel shows up for moxie and or1k, here are for members listed:
