Hello this is working as it should.  @joel is the only one who understands that BSP enough to approve changes.  We have for instance a new @approvers/docs group that can now approve documentation everywhere.  There are only three solutions for this

1. Ping @joel on discord or send him an email as a reminder sometimes we do miss these there is a lot of churn.
2. Someone else learns the BSP well enough to be added.
3. Request that the BSP be removed because it is unmaintained.

Did you try contacting Joel to remind him about this MR?
