RTEMS | membench: Add memory benchmark programs (!110)

These benchmarks give hints about the static memory usage of RTEMS features. They could be used to monitor size changes over time. For the ESA pre-qualification activity, we used them to generate documentation, for example:

The tooling for specification items is in rtems-central. I don't know how you want to deal with this at a project level. Having lots of separate repositories was not my decision.
