Precisely which of the 17 issue databases do we forward `bugs.html` to?  RTEMS?  What if it's not RTEMS but it's a Docs bug?

Links need to go to the relevant issue database so users know where to file the relevant issue.  Pointing them all to one location is lazy and I do not support that.
