Main Website | Development page does not help orient (#1)

I felt it was strange to have dropdowns only below the Development, and for those to be links rather than sub-pages. All those links are available, with context, on the Development page itself. If we want to provide such convenience links, maybe they should be on the main navigation bar? I guess this is a slightly different issue than what I opened.
