The answer of the Rust community is:

>  We do not even check that tier 3 targets finish building, actually. [...] So we deliberately offer nothing for tier 3 targets. [Jubilee 2024-09-15]

I will prepare a merge-request which changes the instructions in the RTEMS documentation to build the Rust compiler from the sources. That should resolve this issue – for now.

For me the lesson here is that tier 3 Rust targets may break and stop working any time and it may happen that the community does not fix the compiler.
