The reason for the ILP32 BSP is minimized code and memory footprint for applications that don't reach beyond the 4GB barrier. This situation is common, but most (if not all) people go with the LP64 BSPs anyway. Clearly it isn't regularly built and has also suffered historically from a lack of proper newlib support which we rectified via patch in RSB until the code got integrated from arm-optimized-routines last year thanks to Sebastian.
