These interfaces are more than globally available to RTEMS code, they are public facing interfaces that are installed. We moved all public interfaces to `cpukit/include` however I can understand these contributed headers being kept local to import sources however they are required to be available as a public interface.

@amar why did make this change to make access select yet allow users global access?
