The flags in the python version and the c version behave exactly the same, except for the minute difference in -H and -C as we discussed here: https://gitlab.rtems.org/rtems/tools/rtems-tools/-/merge_requests/74#note_136127

And for naming the file I think we change it to `rtems-bin2c` and add a shebang at the top calling the correct interpreter.
