RTEMS Tools | feat: Rewrite rtems-bin2c.c in python (!74)

This has to be a precise exact drop-in replacement for the current rtems-bin2c. The name cannot change (e.g. not rtems-bin2c.py), all arguments to the C version must be supported, and it needs to be able to be invoked as "rtems-bin2c".
