RTEMS | Create a new home for benchmarks (&17)

We currently have some benchmarks in the rtems.git, some benchmarks outside, and some ideas for benchmarks to add. I would like to consolidate benchmark applications. This may be to a new repository, or perhaps to a new project with multiple repositories.
