The first iteration of this patch switched to colon fences but `mdformat` doesn't support them which is annoying.  I greatly prefer to use them but for now we'll do this incremental change.

POSIX Compliance is still "broken" -- it's not really the docs are there the left menu isn't filling out because of how we're generating the docs it's working as expected I have a fix on the way after this gets in.

There are still a bunch of changes to to fully switch to myST but everything renders correctly.  `eval-rst` blocks need to be converted to the better/equiv myST format which is mostly markup but there are some better alternatives we may want to switch to.
