RTEMS | First pass at moving HAL files into /contrib/ (!582)

Git tags.  You can't add them that way they have to be created and pushed by maintainers.  Anyone updating will have to request the tag be created in the MR in the format:

* `<tag name> <hash>`

So for for this MR it would be:

* contrib/bsps/arm/stm32h7/cmsis-device-h7/1.10.4 4c975f2c219aa7834825d3fb03e889ce11c7f2b0
* contrib/bsps/arm/stm32h7/stm32h7xx_hal_driver/1.11.3 36bf1e2589366dddba143234f12498050c87f0d7
