RTEMS | First pass at moving HAL files into /contrib/ (!582)

I'm not sure I like using git tags for this since it bottlenecks written procedures to the select few who have the access permissions necessary to push to the primary/upstream repo. If GitLab had a way to push such things through the MR process I'd be much more amenable to it.
