Points 1 and 4 are related. It will be helpful to define these criteria in fairly clear terms to try to reduce ambiguity.

Point 5 is indeed important for several reasons. Having both options for relocation and for archiving is good. Will relocations work across top-level projects? I'm thinking about a case like `uMon` where we might initially host a mirror, but then take over the project hosting entirely.
