Started a draft [MR](https://gitlab.rtems.org/rtems/rtos/rtems/-/merge_requests/511) to implement `diskio.c`. This file contains the following functions ATM:

* Parts of the **`disk_initialize`**
* The **`disk_read`** function
* Parts of the **`disk_ioctl`**
