RTEMS | Add AArch64 Xen support and dependencies (!535)

For reference, this was tested on a ZCU102 running Petalinux as the dom0 under Xen and RTEMS was tested with 1, 2, and 3 CPUs. These changes were also tested using the LP64 and ILP32 ZynqMP QEMU BSPs since there was a pretty significant change to exception handling.
