RTEMS Source Builder | Use the RTEMS cache first for downloads (#138)

Update the RSB to use the RTEMS file cache at https://dl.rtems.org/ first when downloading sources.

The file caches references a file usings it SHA512 hash. If the RSB does not have that hash this file cache is not used. We should obsolete all hash types expect SHA512 so we clean up the configurations.

An example file download is:
