RTEMS Source Builder | devel/glib-2.80.2.cfg configure check issue (#142)

## Summary
When running sb-get-sources with --no-download, the devel/glib-2.80.2.cfg recipe can produce this error:
```error: config error: glib-2-meson.cfg:51: "glib: build requires meson, please install"```

This configure check should not be executed at parse time.
