But the submodules aren't a download, it specifically says no download are you saying submodules result in a `gz` file or other archive being downloaded?  If not then they should not be checked out.

We really want to avoid getting any bytes from the internet when running `--no-download`

Specifically it's causing `sb-get-sources` to do a git checkout and all that's doing is giving us the URLs for our assets.
