## Summary

Rewrote misc/bin2c/rtems-bin2c.c in python.

closes #26 

### Testing
The results match with all flags in both the original script and the new one.

The only difference is how the new script handles the `-C` and `-H` arguments. I have added an explanation here: https://gitlab.rtems.org/prashantrahul141/rtems-tools/-/commit/c27e3b41edc7e46e414487fe69a6c5f41bd3f20f#97019520f7092213b117f4833569f199b6dedc06_0_53

I need further clarification on how this should be handled.
